This page explains important limits on the service, the information provided, and how reports should be used. It also covers the refund policy that backstops every order.

AllRussian provides research findings, not decisions. Reports describe what was checked, what was found, and what could not be verified. Accuracy depends on the sources available in each jurisdiction. Decisions made based on a report are the client's responsibility. The service may decline cases that fall outside lawful scope or where records are not available. External tools mentioned in our guides are referenced for convenience — we are not responsible for their content. If you are not satisfied with the report, we issue a refund immediately, no questions asked — in 27 years, no client has ever asked.

Source limits

Information can vary by case.

Search results are compiled from sources believed to be current and reliable at the time of the search. Accuracy and completeness depend on three things: the quality of the information provided in the original request, the quality of the records or public sources available in the relevant jurisdiction, and the recency of the event being researched.

Some records are restricted, archived, or unavailable in certain countries. Russian and Ukrainian records in particular may have post-2022 access constraints that we cannot work around. The report will explain exactly what was checked and what could not be verified.

No guarantee

What AllRussian does not promise.

AllRussian does not guarantee that every record or report will be complete, current, or error-free, and disclaims warranties to the extent allowed by law. Outcomes depend on factors outside our control.

What we do guarantee: a thorough professional search of available sources, a written report describing findings honestly, and our refund policy as a backstop. Data methodology

Lawful research boundaries.

AllRussian operates exclusively as a researcher of publicly available information. We do not access non-public databases, private communications, hacked data sources, leaked databases, or government-protected records without specific lawful authorisation provided by the client.

The subject of the research is never contacted, surveilled, or notified that an investigation is taking place. This is a core principle, applied in every case since 1999.

Service discretion

We can decline cases.

Every request is reviewed before any work begins or any payment is taken. We may decline a case for several reasons:

  • The records or sources needed are not available in the relevant jurisdiction.
  • The request would require unlawful methods to fulfil.
  • The stated purpose is not a legitimate, lawful use of an identity-verification service.
  • The case scope cannot reasonably be handled by the service.
  • The client cannot demonstrate proper authority for the research being requested.

Declined cases are not charged. Where a partial result is delivered because some records became inaccessible mid-case, pricing is discussed transparently.

Reports are not decisions

How reports should be used.

Use of any report, and any decisions made from it, remain the responsibility of the client. AllRussian is not liable for decisions made based on a report, particularly where the client chose to proceed against findings the report identified as risks.

Reports are research findings — not legal advice, not financial advice, and not a substitute for a court order, professional consultation, or law-enforcement investigation where those are appropriate. For high-stakes decisions (marriage, large financial commitments, immigration filings), a report is one input among several, not the only basis for action.

AllRussian has no control over external sites. We are not responsible for their content, privacy practices, accuracy, availability, or terms of service. Links are provided only as useful starting points; readers should review each external service's own terms before using it.

Lawful use & jurisdiction

Where the service operates and what governs it.

Services are intended for legitimate purposes and should be used in accordance with applicable laws and regulations of both the client's country and the subject's country. AllRussian operates as a US-registered service governed by the laws of the State of California, United States, for matters of company operation and client contracts. For research conducted in other jurisdictions, the access rules and privacy laws of each country also apply.

Cases that would require breaking the law in any relevant jurisdiction are declined before payment. Reports must not be used to harass, stalk, defraud, or otherwise harm the subject of the research or any third party. Misuse of a report is the sole responsibility of the client.
