1. Who We Are

AllRussian is a professional verification and research service operating under the trade name AllRussian, with a principal place of business at 640 N San Jacinto St, Hemet, CA 92543, United States. We have provided identity verification and public-source background research services to individual and business clients since 1999. References to "we," "us," and "our" in these Terms mean AllRussian. References to "you" and "your" mean the individual or legal entity placing an order or using this website.

2. Services We Provide

AllRussian conducts lawful, human-led research using public records, civil registries, court databases, and open-source information. Our services include, but are not limited to, identity verification, marital status checks, residence and address confirmation, civil and criminal record review, and scam-risk assessment. We offer two standard report tiers: the Basic Verification Report (a single-layer verification PDF file covering one check category, US$50) and the Advanced Verification Report (a multi-layer verification PDF file combining identity, marital, residence, and criminal-record in one coordinated document, US$118). All research is conducted in accordance with the laws of the jurisdiction in which the subject resides and the laws applicable to you as a client.

We do not provide access to private communications, confidential financial records, medical records, or any data obtained through unlawful means. We do not conduct physical surveillance. We do not contact the person being researched at any point during an investigation unless you explicitly request contact services as a separately agreed engagement.

3. Permitted Use and Eligibility

You must be at least 18 years of age to order our services. By placing an order, you represent that you are a legal adult and that you have the legal authority to enter into these Terms on behalf of yourself or any organization you represent.

You may use our services only for lawful purposes. Acceptable purposes include personal due diligence before committing to a relationship or financial arrangement, employer background screening in compliance with applicable employment law, landlord tenant verification, reconnecting with lost family members, and similar legitimate personal or business inquiries.

You are solely responsible for ensuring that your use of the information contained in any report we provide complies with the laws of your jurisdiction, including without limitation any applicable data protection, consumer rights, or fair credit reporting legislation. AllRussian does not provide consumer reports as defined under the United States Fair Credit Reporting Act (FCRA). Our reports may not be used for FCRA-regulated purposes including employment screening governed by the FCRA, tenant screening under FCRA, or credit decisions.

4. Prohibited Uses

You may not use AllRussian services or any information obtained through our services to harass, stalk, intimidate, or harm any individual. You may not use our services to facilitate discrimination on the basis of race, gender, religion, national origin, disability, sexual orientation, or any other protected characteristic. You may not resell, license, publish, or otherwise distribute any report or finding we produce without our prior written consent. You may not submit false, misleading, or incomplete information in your order. You may not use our services to investigate a person in circumvention of a legal restriction, court order, or restraining order applicable to you.

We reserve the right to decline or discontinue any order that, in our sole judgment, appears to serve a prohibited purpose. Orders declined on this basis will be refunded in full.

5. Ordering and Payment

Orders are submitted through our order form. After we review your request and confirm it falls within the scope of our services, we will send payment instructions by email. Payment is due before research begins. We accept debit cards, credit cards, ACH transfers, Wise, wire transfer, and certain local bank transfer options in selected currencies. All prices are quoted and charged in US dollars unless otherwise agreed in writing.

Your order is not confirmed until payment is received and we have sent written confirmation. We reserve the right to request clarification or additional information before confirming any order. Submitting an order form does not by itself create a binding contract between you and AllRussian.

6. Delivery and Turnaround

Standard turnaround for most orders is 3 to 5 business days from the date payment is confirmed. Complex cases, multi-jurisdiction investigations, or cases involving subjects in countries with restricted records access may require additional time. We will notify you if a case is expected to take longer than the standard window.

All reports and findings are delivered as PDF files by email to the address you provide in your order form. We are not responsible for delivery failures caused by incorrect email addresses, spam filters, or other circumstances outside our control. If you have not received your report within the stated timeframe, contact us at allrussian@allrussian.com.

Certain post-2022 Russian and Ukrainian civil registry records face access delays that are outside our control. We will inform you if your case is affected and discuss options. No additional fee is charged for delays of this nature.

7. Refunds and Cancellations

If you are not satisfied with your report for any reason, contact us and we will issue a full refund immediately, no questions asked. You may also cancel your order at any time before research begins and receive a full refund.

This policy has been in place since 1999. In 27 years of operation, no client has ever requested a refund. We keep the policy in place because we stand behind every report we produce.

8. Accuracy of Results

We conduct our research with professional diligence and draw on 27 years of regional experience. However, public records are not infallible. Records may be incomplete, incorrectly indexed, delayed in publication, or subject to restricted access in certain jurisdictions. We represent that our findings accurately reflect the information available to us through lawful sources at the time of the investigation. We do not guarantee that our findings are complete, current, or free of error in every instance.

A finding that a person cannot be verified through public records is not conclusive proof that the person is fraudulent. Similarly, a finding that records match the information provided does not constitute a guarantee of the subject's identity or character. You should treat our reports as one source of information among several and exercise your own judgment before making important decisions.

9. Limitation of Liability

To the maximum extent permitted by applicable law, AllRussian, its founders, employees, and agents will not be liable for any indirect, incidental, consequential, special, or punitive damages arising out of or related to your use of our services, including but not limited to losses arising from decisions you make based on our reports. Our total liability to you for any claim arising under these Terms shall not exceed the amount you paid for the specific order giving rise to the claim.

Nothing in these Terms limits liability for fraud, willful misconduct, or any liability that cannot be excluded or limited under applicable law.

10. Intellectual Property

All reports, written findings, templates, and other content produced by AllRussian are our intellectual property. We grant you a personal, non-transferable license to use the report we produce for you for the lawful purpose you stated in your order. You may not reproduce, publish, or distribute the report without our prior written consent. The AllRussian name, logo, and website content are protected by applicable trademark and copyright law and may not be used without our permission.

11. Privacy and Data

Our collection and use of personal data is governed by our Privacy Policy, which forms part of these Terms. By using our services, you agree to the practices described in the Privacy Policy. We handle all information you provide to us, and all information contained in reports we produce, with professional confidentiality. We do not sell client data to third parties.

12. Governing Law

These Terms are governed by and construed in accordance with the laws of the State of California, United States, without regard to its conflict of law provisions. Any dispute arising out of or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of Riverside County, California, unless otherwise required by applicable consumer protection law in your jurisdiction.

If any provision of these Terms is found to be unenforceable, the remaining provisions will continue in full force and effect.

13. Changes to These Terms

We may update these Terms from time to time to reflect changes in our services, legal requirements, or operational practices. The current version is always available at this address. We will note the date of the most recent revision below. Your continued use of our services after a revision constitutes acceptance of the updated Terms. If you do not accept a revised version, you should discontinue use of our services.
